Directory Submission Still helps in SEO, however you need to be  careful on few points.  Directory is a place where we can find variety of sites within a single site and search engines specially love directories. if these directories are high PR then you will also be getting a Good BackLink from them. And a backlink always helps in SEO till it is good one.

I Just launched a website and planning to submit to 10k directories.

Some people are eager to submit their new website to 1000s of directories. You will also see guys offering cheap directory submission service and you may be impressed with the offer. But, never do this mistake. Most of them are gonna use software with pre-loaded directory list and submit there. Submitting to 100 High Quality Directories is enough and there is high chance of being blacklisted if you submit to 1000s of low quality directories for your new website.

How to find Quality Directories ?

You can always use Google to search and it will show you the results you are looking for. However, below are my few favorite directories :

DMOZ – DMOZ.ORG is the Father of All Directories. You need to have high quality site before getting approved. It is professionally edited directories and quality is maintained always. People are ready to pay $100 if they could list there site to DMOZ. So just imagine its value.
http://www.exactseek.com/ – It is another Free Directory. It has High PR Homepage and inner PR category pages.

Go Here : http://www.seocompany.ca/directory/free-directories.html and you will see good list of web directories listed with PR and Alexa rank. You select the one with PR4 and Higher and Submit in them manually.

Also,

web directories is new directory with PR4 and Alexa 70k. It is general directory where business directory is focused. There are many new directories coming up. You can find these directories by entering simple search term in google :

You should be careful while crossing the best category. DMOZ will reject if you submit to inaccurate category and there are many directories that do same. make your Title short attractive and keyword inserted. Also, description should be effective in two lines. Also, don’t submit under construction sites.

I would suggest you to submit your site to directories after about 6 months after you have started a site.
